I am buying a lot to build a house on in a new subdivision. I am supposed to close on the loan tomorrow. I went out today to take one last look at the lot. Now there is a big (3'x3'x4') green electrical box sitting on the corner in front of where my house will be. This is a corner lot and this box is the first thing people will see as they drive up to my house. Is there anything I can do about this? Can I make them put it in the backyard? This utility was installed by the developer.

The box is the equivalent to the large transformer you would otherwise see on top of a pole. Underground conduit feed power to all nearby homes. It would be terribly difficult and expensive to relocate anywhere else and as such is there to stay.
The phone company here has many similar boxes throughout the city. They have started painting murals and other scenes on them. No longer ugly green boxes, but can be actually good looking in context with the surroundings. Perhaps you could ask to have the box painted differently or even do the job yourself. What about a small picket fence, hedge, or something else to hide the box?

you need to check with the utility company and ASK what u can do to hide it. you cant MAKE them do squat. i recently built a privacy fence around a pad mounted transformer (the big green box) but i had to build it so it could be taken down in a hurry in case the utility co need to work on the transformer. DO NOT dig around the transformer unless the utility company shows you where the lines are buried

Unfortunately, you probably can't make them do anything about it. They usually install them on the 6 feet or so of property close to the road that's considered city property. We had people living near us trying to fight this unsuccessfully for years, after one suddenly appeared in their yard one day. Maybe you can check into planting bushes in a place that blocks the view of it. Good luck.
