W3schools, Webmonkey, Devguru have free simple tutorials for learning HTML, PHP, JavaScript and all features required to design your very own website . More information at-

It's very simple if you want your website to be published easily and quickly, the easiest way is to go to "geocities.com" or "spaces.live.com", or may be google.
They have all simple wizards you can use to create simple good looking web sites.
Otherwise you need to Learn HTML and then start creating 100% your own websites.

Try going to hplearningcenter.com, they offer classes to teach you basics on how to build, design and maintain a website.

Having made many, the easiest, by far was using TRIPOD's site. It is free, you accept advertising, to a degree in areas you choose.
