I know many who incorporate their business while in apartment. All leases say this because it protects them from someone running a business that may place them in any mode of responsibility be it legal or not. Take a person who sell say Avon. They can incorporate and still be lovingly wanted by the landlord. But if you cause a problem they may use this as a way to get you out.

You register if your living in a tent or a car if you want. You need to provide a mailing address other than a post office box. If all you want to do is register that is. If you want to do business out of your apartment thats another question. It depends on how the complex is zoned and the apartment rules and what type of business.

You can register. You would be breaking your lease to conduct business, IF it involves, advertising or business transactions in your apartment, such as customers. If you are conducting accounting, I doubt that anyone would ever know.
I have an "inactive corp" and I live in an apt.

A home-based business? Well, there's ways you can get around it.

You can't advertise that you are such on the side of your door, nor can you put up signs that indicates that you have a business.

The only thing you can do is register the business anyways, and get a seperate mailbox.
