VOB is the basic format that DVD's run on. I'm pretty sure you can download the nero free trial to convert such files as your talking about. I used the free trial to convert and copy DVDs that I had in my home collection.

You can try two methods:
Use Video DVD Maker Free
http://video-dvd-maker-free.en.softonic.com/ie/47467
some features:
• Capture from any video device (DV camera, web camera, TV tuner, etc.)
• Import from any video file (AVI, DIVX, XVID, MP4, MPG, WMV, MOV, etc.)
• Burn to any type of media (CD R/RW, DVD+R/RW, DVD-R/RW, etc.)
• Intuitive user interface
Or use Super (free) to convert MP4 to VOB
http://www.erightsoft.com/S7f01.html
Then use TMPGEnc DVD Author (trial)
