There is a leather weather proof spray you can get a K-Mart but I don't know if it will work on suede...it is a porous leather.
It always seem ridiculous to me why them even made them for boots...except for fashion. They certain don't keep you dry or warm.

Just get some kind of Scotchgard or weatherproofing spray; Nordsrom used to sell a spray called "Vectra", and I used to use it. It was THE BOMB, but it cost like $30 a can. You can simply go to Walmart, Target, or a cobbler shoppe and buy a can of Scotguard Brand or waterproofer for suede and leather. It will run about 5 bucks; make sure you hold the mist about 12 inches away when you spray; coat the boots 2 times; let them dry for at least 5 to 6 hours between applicatiions. Spray in a well-ventilated area,, like your garage, not indoors. Use a suede brush between wearings. Try to wear them in nicer drier weather too.....Good luck.

You can go to basically any sneaker store and you can buy a spray that protects suede and water-proofs them from getting ruined by the weather. It cost about $3-5, depending on there you go.

If you go to a shoe store there will be plenty of protector for shoes. I have plenty, many of them water proof though.
