it means you are a contract worker...and your employer will not take out taxes, but you will be responsible for paying in at the end of the year.

The w9 form is a form to provide your taxpayer id AND to state whether you are subject to backup witholding. For instance, you would have to fill out this form to open a brokerage account - you will have your 1099 generated from this information.
