How do you wire back signal lites and stop lites on a willys CJ5 jeep?

whatever my husband does when he wires the lites both signal lites flash at the same time, what is he doing wrong?

he has the both of them wired to the same hot wire coming from the turn signal, he needs a test light doing this.
