First you have to remove all decimals:
0.4x + 3y = 2.6 ~~~~~> 4x +30y = 26
(1)x - 2y = 4.6 ~~~~~~> 10x -20y = 46

You then need a number that will be able to cancel out the x or the y. I used 5 for the top equation and -2 for the bottom equation.

20x +150y = 130
-20x + 40y = -92
-----------------------
The -20x and 20x cancel, which equal:
190y = 38

Divide 190 from both sides.

y = 38/190

Simplify:

y = 1/5

Turn into a Fraction:

y = 0.2

first of all is"x" a variable in that problem or a multiplication sign? second theres 2 multiplication signs. third substitute .8 in for the "y" if it does not equal what the answer is its not .8

1.84+0.8y+3y=2.6
3.8y=2.6-1.84
y=0.76/3.8
