I'd either start with white and go with the RIT dye or try bleaching the blue jeans first and then dying.

You can use Rit Dye, but it's not permanent unless you use Soda ash first. The soda ash makes the color more true, and permanent. An on-line search would tell you a nearby store, where you can buy it. All the instructions you need to use the soda ash and the Rit Dye are on the products.
