Ravor blabe and Goof Off(a household cleaning product) and let the Goof Off set for a few minutes and then lightly scrape the paint off.

I would try TSP and water with an old tooth brush and keep a rag below to stop it getting on anything else. :)

razor blade works best, but maybe not in your case. Krudd Kutter will soften any paint, then wipe it up

i believe they sell a PLASTIC TYPE wire wheel that you can put in a drill and gently grind the paint out.... test in a spot not so noticeable...
