I think you limit your choice when you say 15 years. Obviously it would Giggs, but if you go further back, then Neville Southall in the mid-80s could easily be among the top 5 goalkeepers in the world.
But I gather the greatest Welshman would be John Charles, he of Juventus fame.

I will have to agree with most of the other answers by saying Ian Rush is and was the BEST from WALES, with Ryan Giggs being a very close SECOND, and who knows by the time Ryan retires he may even take Ian`s crown. " to jock there is no need for you to be so offensive ".

Gary Speed has got to be up there with the greats, as he's been outstanding for both club and country within the past 5 - 10 years. But no doubt, Ryan Giggs, an absolutley amazing winger, who could have played for any club in the world, or even any country, including Brazil (had he been brazilian), he was just that damn good!

I must say Ryan Giggs always gives 100% for his country and his club another David Beckham Mark Hughes was great but wasn't as commited as giggs.

Neville Southall just based on the games he played. Many others may have hit the spotlight more often, but he was consistently there, in the thick of it, and I'm not Welsh. Jock F, please note. Also my name's Alastair, not Nigel, and sorry, I'm not Scottish.
