i have a project and i want to put a picture and rigth over it the writing.. is there anyway to do it on microsoft 2000??

For a simple picture with a text overlay, use Microsoft Paint. Open the picture and then use the text tools to write whatever caption you like. Simple, quick and all with Microsoft's freebies. To do a professional job, you'd need a good picture editor, several of which are available free on the net, or you can always spend the money for Adobe Photoshop.
