It also depends on the atom of which element you are referring to. There are atoms of 91 elements smaller than an atom of Uranium, for instance.
...and an atom is not a "state of matter". A state of matter is "solid, liquid or gas". An atom is the smallest building block of matter that retains the characteristics of the substance itself.
