washington,dc is a city..

the dc stands for District of columbia, and as far as i understand it is an extraterritorial district, which does not belong to the state of maryland in which it lies, but is not a state of its own either. this was arranged so that no state would have territorial sovereignity over the capital city.

It's neither, it is a district created by congress. Count the states there are 50 not counting DC. Washington just is the city that happens to fill up the district.

Washington DC is a state equivalent. It is not a city. It's government (state-equivalent, not federal) functions as other state governments do. Residents of the District do not have representation in Congress.
