Both. Certainly environment can have an effect on how a person functions in a society, however; there has been some brain based research recently which seems to indicate (quite clearly) that the brains of people who commit violent crimes or who are repeat career criminal types, actually physically function differently than those of "normal" people. For the most part those "criminal" individuals have retarded functioning in the prefrontal lobe section of the brain, which is the area of the brain that controls our ability to stop ourselves from acting on our impulses. Brain research is giving rise to the idea that "Free Will" is a fallacy, and that instead, what we actually have going on in our brains is "Free Won't". In other words, we don't really have a choice regarding what thoughts come into our minds, but we do have the choice to act on those thoughts or not. And, the research is suggesting that those individuals who don't stop themselves from "bad" behavior really can't help themselves because their brains don't have the ability to stop them. This idea has already started to find its way into the court system. "I didn't do it your Honor, it was my brain, I couldn't help it"...God help us all.

Both, some people just seem naturally bad, but others you think maybe if their Family life or friend environments would change then they would be different people too. So it has alot to do with both, that why its so important to be a good example.You are making an environment.
