i have known him for about a month and a half. we hang out every once in awhile. i just don't know how to let him know how i feel.

He already took the first step by writing you a letter,and I'll bet he
put a lot of thought into what he wrote. You know he likes you,and
he is probably waiting on pins and needles for your response if you haven't given it to him already. Actually,he's done most of the
work for this phase of your relationship. All you have to do is walk
up to him and let him know you return his feelings. I would say
good luck but it's a sure thing,who needs luck? Take care.

youll defintly know in others ways but it seem that by him writing that thoughtful letter hes trying 2 show something that he like bot u its the thoughts that count show it back
