My garage floor was recently resurfaced and sealed. I did not like the way it turned out, and hired someone to paint it. It appears that even though he used an etching liquid on the floor it did not take, and the paint is coming up. What is the best way to remove the paint and properly prepare the floor for painting?

If the floor was recently sealed you need to strip the new paint and sealer from the concrete, acid etch the concrete and re paint it. Floor epoxies need something to bite into and the sealer was not enough. Use a quality epoxy and it will last longer.

vanamont is right. Probably should not have used the etching liquid. I think it lifted some of the sealer and the paint can't stick.

Probably just primer. Make sure the surface is clean.

You could use a pressure washer to clean it.
