The wall is in the middle of the room on the first floor and my basement has drywalled ceilings. I was going to just fish it through and hope it made it to the box, but I wanted to see if there was a better way.

I'm not connecting it to the breaker box, per se, but my connection for the TV is next to it.

Coax is used for video. Don't connect it to your breaker box. If you feel the need to, connect it to the ground wire in an electrical outlet in the same room/wall. The ground in the outlet is connected to your breaker box. When coax is connected to a video device it is already connected to ground through the device to ground at where the device is plugged in.

Unless the end of the cable understands English and you tell it where to turn, you'll have to make a couple of small holes and electrical fish tape to get it there.

if you have an existing wire goig to the breaker box that is near by just follow that wire down .
