An establishment can refuse service to someone who is a nuisance.

I don't think simply wearing a skirt would qualify as being a nuisance. Was there any outrageous conduct involved as well?

Your friend could always file a complaint with the state banking department.

A bank is a private institution, but I would think that close an account for just the reason alone could be considered "discrimination"; and even private institutions are expected not to discriminate.

Is there any chance the account was closed for some other reason or some additional reason - because if the bank has something else on this person they will give that as the reason for closing the account is the person follows up on it legally.

A bank is generally not a public institution. It is a private company. So, the general protections against govt discrimination don't apply.

Generally, discrimination based on skirt wearing is not prohibited. Unless it was actually a kilt or it was actually a female that just looked like a male. You should ask a lawyer in your area if there are any specific laws that target banks for this type of discrimination.

A bank cannot take action on a person's account (such as closing it) without the owners permission.

generally, a business can refuse to serve a customer for any reason. its not a very good business practice, but i think some places probably still do it. personally, I am a capitalist. I will take anyones money, anytime.
