The part of the car the brake goes onto, the round disc is full of yellow spots. Is that bad?

its rust and no its not bad it will come off the first time you get the breaks.

That depends what kind of, "yellow" you mean. If you have not driven your car for quite awhile, and the spots are yellowish-red
and flakey/or fuzzy, all of the answers thus far about rust are true
(unless the spots are really large and deep- if so- replace or get them checked by a pro).
If you mean yellow, "starburst" looking that have radiating spikes
coming off them, that means your rotors have been subjected to
EXTREME heat (big concern!). Check the brake pads for excessive wear and if not ........(you guessed it!) take it to a pro to
adjust your brakes......... good luck!

sounds like the car has been sitting for a bit...probably rust. Just drive it and it should be ok...

As long there is no squeeking noises and the wheels dont feel warm after driving you are ok on the brakes, dont worry about it.

those spots can either be hot spots or rust which neither one is harmful.

i'm guessing it rust from sitting in the rain or condensation
