In all honesty with normall disk utilities or formatting or eraseing, it cannot be done.
The Eraser can be dowloaded and it will sure look like the data is gone but it really isnt.
To 100% erase a HDD, there is a Hardware tool , costs about $8000 or more that can be used, kinda stoopid, but is made.
Format is the easiest way, it will by all appearences look like the data is gone.
To ERASER a data drive, that free utility called Eraser can prolly still be downloaded. That lil puppy will do a 98 Wipe Cycle or more if you want. The DOD,,government uses a 7 wipe pass. Prolly enough for a common household Disk.

To wipe the entire drive, I recommend LSoft Technologies' free Active@ KillDisk or its $30 sibling, Active@ KillDisk Professional. The DOS programs load from a bootable floppy and overwrite every partition on the hard drive. The free version does a basic wipe, covering the drive with zeroes in one pass. Professional adds 5220.22-M-compliant wiping, and it will make as many passes as you like.
