More than likely getting rid of the middle class of people and then create another war after having to establish the draft once again.
Ya know making the US the new world order peace keepers...Oops we are being that now, so guess you could say they have already started the new attempt.

Eliminate alcohol. Drunken sexual escapades down, population down. People will be forced to make their own bathtub hooch and put up moonshine stills out in the woods. They'll be so busy making the alcohol, they won't have time to get drunk and make babies. Or maybe the Illuminati will just find a way to make alcohol inert, so it has no effect on people.
You have to think of insidious things to reduce the population. I mean, humans are pretty dang intent on doing the thing that increases it.
