The chili powder and ammonia sound promising. I work for a garbage collection service and we tell our customers with extra bags of garbage to spray vinegar on the bags. It deters most small North American critters.
Good luck.

I used to like foxes but I noticed a smell coming from behind a tree in my garden, it was a dead fox, I no longer think they are cute!
Stick the rubbish in the bin or the garage, just don't leave em where the fox can get them.

This isnt a joke message before I begin! The best thing to deter a fox from binbags or anything for that matter is dog wee. The foxes get freaked out and scared at the thought of there being a dog around. If you know anyone who owns a dog, get them round youre house and put dog in garden to leave its mark, like dos do in various places. If not, good luck finding the dog wee, but try it , it really does work!

Wow! I agree. Foxes, how cute! We have a few around here but mostly pesky opossum and raccoons or marauding dogs. I would agree that you need to put your rubbish (trash to me) in a shed or garage. A tightly sealed BIG can of tin or plastic should work, too, as in a garbage can. After all, foxes "ain't got no thumbs". That's supposed to be a joke!'
Good luck!

If you have a zoo near by, go ask them for a little lion dung. Put it close to your trash bins and the foxes will stay away.

Hang the bags up high until you can dispose of them. Or put a sign that says "NO FOXES ALLOWED".
