employer is playing mind games with employee (docking check, garnishing wages, hiring over top of, etc) employee is wondering about possible OSHA violations

U.S. Department of Labor - Occupational Safety & Health Administration. On the left had side about half way down is a place where you can click on your state for the contact.

OSHA has to do with workplace safety, not wage issues. For wage issues you would have to call the labor board, NOT OSHA!

This doesn't sound like OSHA, it sounds like wage and hour division violations. Go to your state web site and click on wage and hour division.
