work in a retail store, employees are allowed store charge accounts employer takes specified amount of money from check to apply towards account can the employer raise this amount without first consulting the employee

Only if the amount is percentage based or if their was a clause in the initial agreement that states that "due to such and such occuring...said garnishment may increase.." other than that, no, they cannot take out more funds than agreed.

I do not think that is legal, when you opened this account, did you sign anything (like in the small print?) I would go to the source and ask your employeer and at the same time talk with legal aid, and you may as well ask fellow employees'.You got 3 bases covered...
