Anyone who is in control of a set list of songs for an entertainment event. As long as that person is in control of changing CD's, vinyls, etc and selecting and accepting requests for tracks then it doesn't matter if they are playing on the radio, in a club or for a children's party; they are the DJ.

A DJ Is generally someone who Plays Or Streams Music. You Can be a DJ In a Club, on the Internet, Or Over the Radio. You Don't specifically need any qualifications, Just the Right Equipment.
For example, When you want to become an Internet DJ You will need Sam Broadcaster, Winamp and Shoutcast, Or some other form of radio streamer. Oh And you'll need an online radio to stream it accross.
Really, No one Personally Gives you a title, but you Make Yourself a DJ.

My guess is two things:
1.) Good organization skills.
2.) A taste in music that appeazes the masses.
As far as education is concerned, I am not certain. You may want to look into a broadcasting school. Be advised that there are very few of these in the United States. (Assuming you are a fellow American,) be prepared to travel a little.

A good DJ is an entertainer & has an instant feel for the appropriate music for his audience at the moment. He most likely has proper training & can hookup and switch equipment himself. He makes the audience feel good & can make an evening a memorible one.

i class people who use turntables to mix tunes as a dj in a club
people who just play cds are not club djs they are radio djs and dont deserve to be in a club.

Nothing. No really. Just a bunch of talentless gits who play / mix together records/ CD's. They've been trying to compare themselves to musicians for years but still can't justify the fact that they have no musical talent whatsoever.
