When was this symbolism first used, and is there anywhere where the symbolism is reversed or just different?

Red got the nod for 'stop' and for 'danger' because of physics. The eye can detect red better because the wave length of red is higher. Specially at night. The eye can detect red from much greater distances than green. And since you want to get the driver's attention to get them to stop, red. Interesting enough, a flashing blue light at night has more of an effect of being picked up by the eye than even red. Hence, more emergency vehicles have adopted the use of flashing blue lights then even red or yellow.

In nature, creatures show red as a warning to those that prey on them. Red is therefore used for danger - stop.

Green is in a visual sense the opposite to red which is why hospital surgeries and surgeons are dressed in green to provide the most efficient contrast to red, the colour of blood.

So with traffic lights because green is the opposite to red in visual terms it means the least likely chance of mistaking one colour for the other even if you are colour blind.
