You can't do it over the internet, go find a jeweler you trust and have it reappraised. If you have the paper work that came with it, bring it and have them compare and see if it matches.
It should have come with detailed analysis of it's cuts, clearity, etc....

You "found" a diamond, with it's EGL report, and want to know if it's stolen? That's just odd. Turn the whole thing, report and all, over to the police.

If some schmoe is trying to sell you an "EGL" diamond, with or without report, and you think it's hot, you need to protect yourself with a contract saying that the seller verifies that the diamond is his to sell, and that you are unaware of any other claim to the diamond. That way, should it end up a stolen piece, you don't get arrested as well. Then take it to a reputable jeweler, and have them appraise and grade it, to be sure that a. it is in fact a diamond, and b. it is in fact the quality the report says it is. EGL is notorious for inflating the grading on it's reports, to make diamonds cost more.
