It takes place a little after WWII or during. She sees the Nazi's kill her father while she's hiding under the bed, so noone knows that they just think she's a freak. This "cool" kid has to tutor her and he's embarassed but they end up being really good friends. The only thing I can really remember is how she says "BOOFALO!" all the time. Thanks for your time :)

I remembered the reason she says Boofalo is becuase she hasn't talked because she saw her dad die. She carries around a stuffed animal! I CAN"T REMEMBER!! It's in color.

Don't know if this is the one you're talking about, but some of the details sound like Alan & Naomi. It starred Lukas Haas and was from early 90s
