I have been a devotee (Depeche Mode fan) for more than 15 years and I can truly say that it is NOT about drugs. Even though the band may have had problems with drug abuse, this is not reflected in their music.

Dave Gahan said in an interview in South Africa that many may interpret their music as having religious undertones as well as drug related lyrics, but that that is in fact not the case. He said that all DM lyrics speak of relationships.

If you read the lyrics to the whole song, it will become clear that this is in fact again a song about relationships. The very line before what you quoted says: "Unwanted, uninvited kin". DM feels that family is a very important relationship to address, when one struggles with deep feelings of regret and issues of death.

The only album that uses drugs as a metaphor is Violator. This album also talks about relationships and follows a pattern from "being overwhelmed with drugs (love)" to the last song, "Clean" that seem to show some kind of "rehabilitation (fulfillment or end to the relationship)".

Keep in mind that one should listen to DM albums as a whole and not at songs individually. The DM albums are very well put together and all of them have a pattern and tell a story. Kinda like a book with chapters. You can't read one chapter and know the book and what it addresses, can you?

Dave Gahan also said that fans are free to interpret their songs as they wish, but that fans should know that they don't advocate drugs or any religion for that matter. Most of the time it'll be used as metaphors.
