Puerto Rico is not a state. Puerto Rico is not an incorporated territory. Puerto Rico is a country with a political association to the US called Estado Libre Asociado de Puerto Rico (Puerto Rican Free Associated State or Commonwealth). It is similar but not identical to the Irish Free State established in Ireland before it became a republic.
Puerto Rico does not vote in american elections, they have their own national elections and have their own head of government. Also, Puerto Ricans are fully native spanish speakers like Cubans are too. .
Some say this association between Puerto Rico and USA is of a "colonial nature" while others defend the association as a pact or "treaty" between these two nations.

No, they don't have the right because they are not a state of the US. They have their own commonwealth government.
First, Puerto Rico does not have a congressman , it has one resident ambassador who sits and listens but cannot vote. Second, Puerto Ricans do not speak two languages. Spanish is the main and power language and englsh is only a foreign language taught in schools as a foreign language class. Very far from being a bilingual society. Third, Puerto Rico is not a state and have voted against this option 3 times. Fourth, Puerto Rico is considered a nation by the United Nations since 1953. Fifth, Puerto Rico has an olympic team and international representation.

In 2000, Puerto Ricans have been anticipated to vote for president, although those votes would not topic. The votes would not topic due to the fact that, even though US residents, the US Constitution does not assurance residents the proper to vote for the presidency. Article II presents the vigour to pick the president to the states, to not the humans. That being mentioned, the 2000 vote was once going to be a symbolic one, however the Puerto Rican Supreme Court dominated that this might violate the Puerto Rican Constitution, cause being that on the grounds that the votes did not honestly topic, it might be a misuse of public price range. The twenty third Amendment to the Constitution is what presents Washington DC electoral votes, so a equivalent modification might have to be handed for Puerto Rico and different territories.

Only States get electoral college votes. Territories do not.
When Puerto Rico becomes a State, they'll get a vote. This is entirely up to the Puerto Ricans.

When your island decides to become the 51st state instead of voting against this notion, you can then vote for the president. Or, you can build your own military and become independent of the US territory status.

You have a special situation and I appreciate all that Puerto Ricans do in our armed forces.
If you want statehood, vote it in! You will then get representation fitting with your population. You do get many benefits from staying a "Commonwealth" so be careful.
I say put 51 Stars on the Flag, and welcome to the party!

When you become a state you can. What does the number of languages you speak have to do with anything?
You are also able to come and go as you please in the the US. You are granted many of our same rights.
