I have my internet services with a local provider. If I use Yahoo am I charged a service fee.

No. And they don't charge for mail beta either

Yahoo is mostly free. They have a few paid add ons like POP access to Yahoo email. The web access is free. They also have different levels on Launch Cast radio, some free, some paid.

If you didn't sign up for paid services, you are only using the free ones.

No. As far as I know Yahoo is always free, but to be safe ask you're service provider.

Only if they become your internet provider, i.e. they send you their modem & software to connect to the internet (its a service package). Not if you use yahoo mail or their search engine or anything on their web pages.
