I have a cactus that is over 10 years old and it is in a 4" pot and it is still growing new shoots on it.

Don't... they have very small root systems and if you feel it needs to be potted up because it is top heavy, place the pot it is in into another larger, heavier one and back fill with packaged cactus mix. It'll be fine for years to come.
