a minority business in New Orleans?

New Orleans' mayor signed an order Monday requiring that large businesses use as many local and minority-owned firms as possible when they seek millions of dollars in tax incentives and grants for Hurricane Katrina recovery.

Mayor Ray Nagin's executive order requires applicants for the incentives to involve 50 percent local businesses and 35 percent women- or minority-controlled businesses whenever possible.

Since New Orleans was predominately black, I would assume he must be talking about white businesses? Of course we all know the answer to this question. This is just another form of discrimination and he is and has always been pretty blatant about it.

I agree that the Mayor has been a very blatant racist from day one. I don't know why he has not been called on it but I pray for better leaders in the yrs to come.
