If all you mean is a single, still picture in gif format, you can do that with any graphic program, including Paint which is part of Windows. Just open or create a picture and save it in gif format...
But I suspect you are talking about the ANIMATED gif pictures. They are created like a cartoon. You have to draw each frame of the animation and then use a gif animator program to compile the inidividual frames into a single gif file. A gif animation can require 30 or more frames (inidividual pictures) per second of animation.
There are free gif animation programs available on the web if you want to try your hand at making one. Just do a search for "gif animation programs".

To actually create a .gif requires that you take or make a picture or graphic.
Graphic handling software like MSPaint, Photoshop, Paint Shop Pro, etc can do it.
You can have a .gif as a still photo or make an animation.
If you have an existing picture you want to change to .gif format, open it in a graphic program, then click file>save as. Save using the .gif extension.

right click on the name of the file i mean the photo after the name of the photo onstead of giving .jpg /.jpeg...... u give.gif the file automatically converts to gif format.But one thing is for sure that the photo will loose its clarity.
