Just purchased? Brand new? Display model? Refurbished?

If it isnt brand new it is telling you just what the problem in, before you walked out of the store with it most stores will wipe a drive and reinstall windows. But it may seem you got some slacker that did not wait for it to be finished.
If it is brand new , then someone at the factory made a big mistake. Either way take it back or if you have the windows disk do it yourself.

use the Toshiba recovery discs that came with a laptop, or bring it back to the store and complain. Usually Laptops come with all the software installed, and you shouldnt have any problems this early on. I have a Toshiba, and she has 9 lives, well 4 now :P
