if i already have a PhD from a university in the UK, can I apply/be admitted to a PhD programme in a different discipline in a ivy league college in the US?

Absolutely. About a third of the people who were in my PhD program in Finance at Berkeley already had a PhD (usually in Math, or a physical science). Most were from other schools in the US.

One of the professors there had two PhDs from the same university (one in Physics and one in Financial Economics).

I doubt that you would be able to do it in the same field -- a Post-Doc would be the way to go for that.

Yes - but you should be prepared to write about why you want to pursue another PhD in your application.

Sure. Check their requirements though. You may need to take the GRE, for example.
