Depends a lot on the context, but generally, its purpose is exactly what it sounds like -- to conclude something, to end it, to provide a solution or closure to something. In a persuasive speech, for example, it behooves the speaker to wrap up his main points and reitterate the assertion, tying those main points into the assertion to remind the listener of what the whole speech was about.
