This is a hard question to answer but I believe it is the Hollywood Chamber of Commerce.


The actual place is in front of Graumans Chinese Theatre.(formerly Mann's Chinese Theatre). It is called Graumans Forecourt

Mann's Chinese Theatre and The Hollywood Walk of Fame

Some tourist attractions simply must be seen. And you haven't seen Los Angeles without a trip to the forecourt of Mann's Chinese Theatre, the place where all manner of celebrities have left their footprints, handprints-and sometimes even nose prints-in cement.
It all started back in 1927, when actress Norma Talmadge accidentally stepped into wet cement while visiting the new theater, then called Grauman's Chinese Theatre. To date, more than 200 celebrities have been immortalized in concrete. Each year, some four million visitors travel to the site and can be seen comparing their own extremities to those of stars like Marilyn Monroe, Judy Garland, Jimmy Stewart, Paul Newman, Tom Cruise, and Clark Gable. George Burns and Groucho Marx have left imprints of their cigars, and Bob Hope and Jimmy Durante eternalized their famous noses.
Just down the street is the Hollywood Walk of Fame, which features more than 2,000 bronze stars embedded in pink and charcoal terrazzo with the names of luminaries from the fields of motion pictures, TV, radio, records, and theater. Squares are occupied by everyone from Bud Abbott of Abbott and Costello fame, to more modern celebrities, like Steven Spielberg. The Hollywood Chamber of Commerce selects the candidates based on their achievements, and on the condition that the celebrity will attend the dedication ceremony. Each year, an average of 20 stars are voted in.

The stars' foot (and hand) prints at Grauman's Chinese Theater on Hollywood Boulevard are generally put there at the premiere of their latest movie to help publicize the release, so it's the agents & managers who are often behind that. Managers usually submit "applications" for the actual stars on Hollywood Boulevard's "Walk Of Fame", except that the Hollywood Chamber Of Commerce can in theory reject someone if they want to, though it rarely happens. The celebs themselves also have to pay for the installation of the star and assure the chamber of commerce that they will personally appear at the unveiling ceremony.
