Easy. Call the number and tell them they've won a pair of tickets to {fill in with some hot concert} if they can say "the phrase that pays"...and whatever they say, say they have won and ask where the tickets can be mailed to.

Don't except blocked calls and if its a form of harassment have the police put a trace on your incoming calls.

Unless you know someone who works for the cell carrier they work for you can't. I used to be able to get them. Not anymore unfortunately.
