Depends on the situation but I discovered that a full bottle of water, a fully charged mobile phone and money as an optional were pretty indespensable after the London bombings. Otherwise running water, shelter and food on a basic level, or music, washing machines and computers with internet connections as luxuries.

I'm gonna count food and water as 1, so 1-food and water, 2-toilet paper, and 3-toothbrush and toothpaste. I stretched it a little, but you can't have one without the other!
