You need a business license, from the city - get that at city hall. Depending on your type of business there may be some zoning issues. They should be able to answer your questions at city hall.
You can also contact SCORE - retired business people helping small businesses with advice and it is usually free.
If you want to create a LLC or incorporate you can see if the Secretary of State for Minnesota allows you to get that on-line, or go to their offices.

You need a city business license, a state tradename license and most important a license from the health department for the city your doing business in. If you vist the link below and sign the register when you get there, you may be glad you did. The health department will give you a migrain headache if you've never dealt with them. You will also need insurance before you can open up.
