i take it by size you mean wingspan and/or bodylength?
in that case i am sure a pigeon will be heavier, since seagulls are more slender of frame.
ESPECIALLY if you count wingspan, because seagulls have much longer wings compared to pigeons.
both is due to their different style of flying.

seagulls are gliders, they use their wings like a sailplane, riding on the winds, moving them only when necessary. that necessitates a relatively wide wingspan and slender bodyframe.
pigeons on the other hand fly with brute force. their wings move constantly. because of that their wings are broader, but shorter, to give them better force angles... and they also have huge breast muscles to move the wings. all that results in a more compact bodyframe and smaller wingspan.

so, whatever measure you choose for comparison - except weight of course:) - the pigeon will always be heavier.
