Don't forget that many people (baby boom) are retiring, and they do not have to live up north in the cold climate for a job, so they move to a warm climate + cheaper housing + lower taxes. In the north the local governments still act like they have the big high $ manufacturing base and have not cut back, and people now with lower incomes are getting tired of supporting the big local government with big paychecks for government employees. Eventually the high tax states will self destruct and implode, because they are too slow and unwilling to make changes. High heating fuel costs will accelerate migration to warmer states. Warmer states with adequate water supplies will be in the best postion.

I would say the bulk of the migration is by people escaping the winter weather, especially retirees.

Much of it is because of the weather - cold winters, snow and ice in the North, but much milder in most of the South.
This is especially the case as the population ages and more and more retirees want to spend their "sunset years" in the sunshine.
