Yes, it is possible to lactate when you are not pregnant, and there are a great many causes.

Lots of drugs, including Depo-provera, may occasionally lead to a milky discharge from the nipple. The technical name for this phenomenon is galactorrhoea

I think they can for a certain period afterwards...and I believe it's stimulated to last longer if the woman breast feeds.

Women make milk while they are pregnant and after they are pregnant as long as they are still being needed (ie. being pumped or fed off of)
