It wasn't W.C. Fields, it was Groucho Marx. The word "feel" is a double entendre; the standard phrase is "you are only as old as you feel." Groucho changed it as a joke to suggest that if you "felt" young women you'd "feel" younger. It was a clever piece of wordplay, which Groucho was famous for.
