My guess is as good as any, probably b/c they get a lot of customers that use the bathroom without purchasing something. I guess it really depends on how the gas station is ran. There are gas stations that will not have customers use the bathroom if they do not purchase an item

Gas station bathrooms are usually used by travellers. Who knows who could be in there. What if it's 3AM, and you and your family decides to use a gas station bathroom, and some crazy person is hiding in there, and robs and/or kills you? You never know...
