Sure they know. I'm not making excuses for them, but they are at an age when they are trying to find out how to best express themselves and how to act around members of the opposite sex. Often, the results are inappropriate. Parents have the responsibility of training them appropriate behavior from the time they are young. Teach them how to dress and carry themselves in a way that shows self respect. And, when they cross the line, it's again the responsibility of parents to reign them in. Too often parents just make the excuse that "It's just the way kids dress!" Not true. We have to act like parents, even when our kids don't like what we have to say/do.

Most probably do it to attract attention - something that teenagers especially like - and to "shock" their elders.
Of course, what they are really doing is making asses of themselves.
