Pre-Rev colonies had legislatures as well, but the British, via the appointed governor ot the Privy Council in London, could override them.
Even after the Rev, it's important to note that only land-owning men (middle and upper class, basically white) could vote. America was a representative republic (voting by citizens vs. voting by the people), and did not become a democracy until 1920, when for the first time, the vast majority of Americans could vote.

Before the American revolution we were run by a monarchy. The governors were appointed by the king of England. After which we were able to elect those which we decided would run our country.
