I don't know. When did people start arranging their alphabets in an order? It seems possible that the letters could have been given an order before the song was created, since the current alphabet (for English) isn't all that different from the one used by the ancient Romans. I always assumed that the song was created to make it easier to remember the order. Kind of like how kids are taught a song so that they can remember the order of the months. I don't actually know the answer, though. That's just speculation.
